The ftp site does allow anonymous ftp access, but some people have
trouble accessing our ftp server for some reason, maybe due to packet
fragmentation or something.  Most people don't experience any
problems, though.

Try downloading it from

 http://www.arlut.utexas.edu/gash2/ganymede-0.96.tar.gz
