This is deliberate.  You won't see the 'create' option if you right click on
the Admin Persona folder in the tree, and you won't see 'Admin Persona' as an
object that can be created with the Create toolbar button or the Create Object
Action menu.

You need to edit the user, go to the user's persona panel, and click create
there to create a new admin persona.  All admin personae must be given names
of the form 'username:descrip', such as 'broccol:GASH Admin', etc.

The reason for this is that the admin persona object is primarily designed
to be viewed from within the user's persona panel.  In that context, it
doesn't make sense to be given the choice of changing the user associated
with the admin persona.  So, the server's management class for the admin
persona object hides the field that is used to associate the admin persona
with the user.  Since you then can't set that field yourself, you have
to depend on the persona panel's create logic to associate the admin
persona with the associated user.

All of which seems a bit baroque (pronounced 'broke'), now that I actually
spell out how it works.  I may go ahead and changes things around a bit,
so that you don't have to set a persona name of username:description, and
so that the admin persona can be created and edited from the tree, etc.  I'll
just make it so that when an admin persona is displayed in a user's persona
panel, the user field will be hidden.

Everything we've tried here creating owner groups has worked.  Can you
describe in more detail what you did here, and what went wrong?  What
schema are you using?
