You're trying to create an admin persona?

Are you doing this as the supergash account, or are you doing this as
a regular user or are you doing this with a role-limited persona?

If you are not using the supergash account, you may simply not have
all the permissions you need.

Try this.. do

xmlclient -dump > database.xml

and reply to this message with the database.xml file.  I'll be able to
give you more help if I can see what is in your database.

Yes, if there are no owner groups, it may warn you about that.
