[Ganymede Dev] Fixed cvsweb on Ganymede site

I have got the CVS browsing feature on the Ganymede web site fixed up.
It had broken when we moved the laboratory website to a new machine.
I finally got all the GNU tools appropriately configured and
installed, so browsing and diff'ing through the sources using the
cvsweb feature works again.

In a couple of months we're going to wind up having to move much of
the Ganymede web site to another server, but having gotten everything
working this time it'll be easier next.
